Espoo is officially considered a bilingual (Finnish and Swedish) city. Since 2017, English has been declared a "service language", and debates continue over whether to make it an official language on par with Finnish and Swedish (or even instead of Swedish). The majority of Espoo's population, 83.6%, speaks Finnish as their first language, while a minority, 8.3%, speaks Swedish. Finnish and Swedish are not native languages of 8% of Espoo's population. In 2012, Espoo was the least subsidized municipality in Finland, operating through internal self-financing. According to the results of the 2012 municipal elections, the proportion of women in the Espoo City Council was the highest in Finland (over 53%). The city council was chaired from 2013 to 2015 by Timo Soini, leader of the True Finns party. Espoo City Day is celebrated on 27 August.
